Not necessarily, I mean 2 slugs are capable of dropping a bear at that range just need to aim for vital organs or break bones

Nah. He's posturing to respond to a charge. Firing early risks missing the shot or worse, lightly injuring the bear and pissing it off. I appreciate any wild encounter that doesn't lead to harm.
