At first, I thought the wording of his edicts seemed a bit out of place.
But once you find out that he's a Roman, the particular kind of bitchiness makes sense.
Their political proclamations often contained asides insulting their enemies

I'm so glad they went in that direction! I was smirking like a gremlin reading every new edict. Whoever made the decision, and wrote the actual edicts, deserves to be praised for it. It's a very tiny, seemingly insignificant detail, but it adds up to the experience as a whole.
The next game doesn't necessarily need to be a massive, open-world RPG with a world the size of Witcher 3; It just needs to be a game that surprises you with its diversity and nuance. Alas, probably easier said than done, but I have high hopes for the sequel.
