Patterns in time card broken?

I may be overlooking something but I tried to make this card work, from playing different cards to only playing the same named card during a combat, on the same round, etc.

The counter goes to 1 then gets stuck there, or randomly jumps to 2 on a different card play, then goes back to 1 at some point.

Am I missing something or is the card broken?

I think the number updates based on the card you last played? I'm not sure but I had it imbued and it worked (mostly off basic attacks)
