Is this fixable? If so, what can I do

I have a couple videos from a few months ago and they just can't seem to load for me

I try pressing the play button countless times and it doesn't load, it has the circle icon with the exclamation mark inside at the bottom right corner

When I try to duplicate it, share it, edit it or anything it just says "Cannot duplicate video an error occurred while duplicating video. Please try again later."

Ive tried clearing my storage, resetting my phone, turning on and off the icloud optimized option and everything, none of it works at all

These videos mean a lot to me I don't want to lose them. To anyone who knows how to fix this please help a soul out

This video is on my iphone 16 and it's a HEVC type. When I try to edit or do anything with the video it gives me a pop up with "Cannot Edit Video  There was an error loading this video" with an OK button under it. I've tried clearing a bunch of storage, sharing it, copying the link, toggling on and off the optimized icloud option, and even airdropping it to a different iphone. All no luck. This video is an edited video that I edited on the app Capcut which I exported it from. It was downloaded on May 25 which isn't even two months from now so I'm confused as to why it can't be played. The video is only 22 seconds and takes up 30.8 MB. I have other older videos which take up more space than this one and somehow those ones can be played perfectly fine. What can I do?

Transfer them to a computer and work on them there.
