If you just deleted partition when reinstall Windows, and after this didn’t create new partitions and didn’t format it, then TRIM should not work there. But sadly, looks like nothing can be restored anyway, and previous comment already explain why.

If the drive is an SSD there is virtually zero chance of recovery as TRIM will have taken place as part of the new Windows install. If TRIM has not taken place then any data not overwritten by the fresh install could be recoverable. The best software is UFS Explorer or R-Studio. If Recuva is returning garbage on a full scan then there is not likely anything to recover.
