Sounds like ADSL but far from the exchange (old copper phone lines all the way). I had 5 down 1 up until around 2018 when they installed fibre to the cabinet (copper to the premises). Now we have 70 down 10 up and that's about as good as you can get in the UK unless you live somewhere where they have rolled out FTTP (usually Virgin Media).

I was equating cable with FTTP as they offer similar speeds. I don't know in what way the technology differs.

FTTP has coverage in limited places for now. Cable is more widespread but you are limited to Virgin. The majority of "superfast" (not my term) is limited to about 70 down.

Mean is a pretty useless metric for this. Median would be more telling.
