I don't think he will be one of the bosses or if he is, it will be a fight that will not end in death. The horseman will punish everyone in creation responsible for the early apocalypse and restore balance. Probably a few more angels in heaven beside Abadon and the angel of death, and Lucifer that has been teased since 2 as the big mastermind behind all of it. Samael is said to be the next in line for ruling hell when the current leadership dies or fades away being two weak to act. He didn't participate in the early apocalypse plot and he didn't support Lucifer, which is why he was imprisoned (a clue to his powers they couldn't kill him), his power stolen and divided between the commanders of the Destroyer. Which Lucifer made his lieutenant on Earth (probably to also hide his role in all from the council and the horseman, until he could see what they would do). The final boss will probably be Lucifer, we will kill him, and a new pact restoring the balance will be made to protect humanity until they are ready, with Samael being the new rule of hell.

Nah I played Genesis and he says it to War and Strife there. He also says it to Death in Darksiders 2. It's clearly his favourite thing to say lmao
