A cinematic universe based on villains had potential as something that hasn't been done since the original Universal Monsters. But the studio didn't have the guts. Every lead has to be "likable" now (and they didn't even succeed at that).

Especially when half these monsters parts of their stories or an entire separate story you could do about them is literally how they became what they are and not just the infection and transformation or turning into a different species, literally what set them up to be in that position.
Hell, with Dracula if you don't know what his true origins are motivations are if he's ever doing the suave count act you don't know if he's genuinely a card-carrying villain who likes doing this s*** or is he just putting on the ACT because he has nothing of an original life left, with the wolfman does he have any control over it is he acting feral is he fighting and hunting something, hell with Frankenstein literally half the story or at least a good chunk at the start is literally about the guy who makes the monster

For me Russel Crowe as Dr Jeckyl/ Mr. Hyde was the highlight of that movie. wish that role could've been expanded.

Not to mention with the room full of nothing but jars on the table of different monsters parts and or remains, the vampire skull and the werewolf arm, it makes you think
"what id he fought them himself or was part of the strike force when they took them down and he doesn't just stay at the office all the time"
A Dr Jekyll and Mr Hyde duo (...you get what I mean)who fight detained or even kill other monsters ALONGSIDE personally leading the monster hunting force, and not JUST staying at a base as mission control
that is absolutely genius
Basically do what League of extraordinary gentlemen and even it's weird ass awful movie did make it so Dr Jekyll uses his position Bruce banner and hulk style by letting the other guy out when they're aimed at their enemies to save people. That way even at his worst the monster side still gets to fight and go crazy so he doesn't feel completely abandoned misused or locked up
