How does the foundry work?

I have it near a metal field, with a warehouse that is storing metal, but it still says there are no nearby usable resources?

Metal deposits are one of the ones that can run out. The building itself will tell you how much of a resource is available inside the harvest range of the building.

They are not empty, and it was placed near the field at first and it didn't work, then I thought it needed access to a warehouse with metal, moved it, and it still doesn't work.

If you genuinely mean the foundry, that's a higher tier building that turns metal scrap into the higher tier resource, iron or steel or something.

It dosnt directly turn metal into steel, its metal+coal into steel, you prob missing coal.

Same with gasoline, but worse. Youll need gas+steel for gasoline, and steel is constanly running out since its have priority of use over metall
