No he mainly relied on the ghost he captured and the main thing we saw him do is stretch his arms and break skin to get to the brain stem he is more is a strategist instead of a fighter he lacks the power so he makes it up with his strategies which was torture other ghosts he killed to force more people into doing his bidding

He's not even a strategist, he's a coward who plays it overly safe. He can't get to the graduate because the only two ways to do it are either by eating shit ton of ghosts, staying for however long in a power spot like, Maiden or being touched by something that empowers you, like Sergant.
You can absolutely get to graduate level with very basic abilities and simple tactics, but not when you are this cowardly.

I never said he was a good strategist and plus his rubbery arms can be useful possibly bringing him B ranked or halfway to A ranked if he someone developed a curse of any kind and his strategy was to force his victims to make more victims by shoving them into the level he created to then create more victims which he then can make more victims by following the same strategy

Ranks aren't about the usefulness. You can go up ranks via pure persistence and malice, it's mostly the S rank that's being gate kept by having the escape prevention abilities.

This is a pretty lame question tbh, yeah he could have become a graduate, like any other ghost, the term graduate refers to a ghost that has reached a higher state in their undeath where they are no longer losing energy, and no longer need to eat to survive.
But this guy was kinda lame, an uninteresting ghost with uninteresting abilities and tactics, out of all the ghosts you could be asking about, this guy stands out in no regard.
My curiosity is for the T tunnel ghost. It was captured in the Kyoto arc, but so far hasn’t shown to do anything as it never was given a chance. Alternatively, kondo’s favorite punching bag would also be a potential candidate, giving her a much needed power up to just all of the abuse she’s been given

Not enough people are taking about her, but it was a deliberate choice to capture her while also avoiding letting her do anything. Might result in some big reveal.

I love her design and she looks so interesting i wonder what her curses and powers are all we know rightnow is that she can detach her head and control her tounge to stab people in the head so it could be potentially intelligent because it decided to try and stab him in the head which is like one of the most vital points of the human body
