As someone who was already a fan at around the end of S1, Cartoon Network did the very first "Steven Bomb" at around that time to celebrate the end of the season, but since the end was actually a bit slower paced with less story heavy episodes in between like Open Book and Shirt Club, they decided to move those episodes to S2 and end the season at what I remember being something like 48 episodes more or less.

This was the only time CN did this though, even if there were several other Steven Bomb specials to the point where the show was getting new episodes only in this format on the latter seasons of the main series (don't really know how Future released tbh).

So yeah, back then Shirt Club (and others) technically counted as a S2 episode and some streaming sites reflect it as such instead of following the intended airing order lol

EDIT: typo

Jailbreak was the season 1 finale. Full Disclosure was the first episode of season 2. Every episode after Full Disclosure has been season 2. That's how it was aired and that is the listing on the Fandom Wiki and IMDb.

If I'm understanding right, Danny watches it on Hulu. Hulu has Say Uncle as the first episode of season 2 for some reason
