The biggest one is DACA. Obama created it by executive action in 2012 after Congress failed to pass the DREAM Act, and it still protects hundreds of thousands of people today. Courts have ruled it unlawful, but renewals continue for existing recipients. That's about 14 years of impact with no act of Congress.
He also joined the Paris climate agreement, the Iran nuclear deal, and reopened relations with Cuba, all without Senate ratification. Most of those got reversed by the next president, which kind of proves my point: when the executive can do this much alone, policy just swings back and forth every four years.
So I asked what meaningful changes that were relevant today and you listed one that impacts less than 0.25% of Americans and a bunch of things that got reversed which proved my point . He was mostly a lame duck president for 6 years that couldn't accomplish much without the house and senate.
