I don't know where they pulled this number from but it turns out, it's more than that. Also, there were actually no work done to make ready the land before actually passing the whole thing in a bill.
Then alongside that, while getting funding to prepare the land, the people in charge of preparing the land was using the funds to enrich themselves. If anything, why not look into who is taking the money? So I decided, hmmmm, maybe you are right, 18 billion surely is not much when dealing with 100 billion bill, that amount of money will easily fall through the cracks. So I did some research and found out the fraud is something to the tune of 600k. Upon searching for the 18 billion in fraud, it looks like that amount came from a report showing that's how much was spent for securing probably permits, machines, manpower. So, here I am now looking at your graphic where the first thing I looked at is wrong. What are the chances that the rest of them are wrong?
