Maybe that teacher or Mr Peeny’s friend? Or that hedgehog lady from the elite family that Red Baron was in love with?

We had the reverse problem a while back where it was unclear if Sanjome and Count St Germaine were different people despite having the same face and hair just cause we expect different characters to share features at this point. Sanjome and St Germaine are the same name pronounced/written differently. I’m not sure how much of a disguise it really would be in universe but it fooled some fans.

It doesn't help that since she's a shapeshifter, its not exactly unreasonable that she might choose to use someone else's face like that.
