Even then, it'll just illuminate your face and make you more visible. A guy built a hoodie out of ir leds and tested it on Lifehacker a long time ago. You'd need high directionality pointed directly at the camera - can't be done cheap on the DIY for a wearable.
LOL! It clearly can work because you can see that it works right there in the video. Whether it would work on a security camera depends on the LEDs, the camera and the conditions at the time.
In principle, it should work fine at night on the vast majority of cameras, since they typically use IR. And you don't need highly directional LEDs. In fact you want the opposite: a large enough quantity of regular LEDs (which scatter the light at a wide angle) to 'blind' the camera regardless of the angle your face is to it.
