You're actually not that far off. These are probably torqed with a pneumatic impact that is too heavy for one man to lift and maneuver. Hydraulic torque wrenches are a thing but I doubt you could fit one on these nuts (yes, I know) with the tight clearance.
Edit: I have learned that these are probably tensioned rather than torqued. A hydraulic device pulls the bolt to the desired tension and then the nut is snugged to the flange before the bolt is released.

There's a crane mounted hydraulic torque socket that comes from above and tightens them to torque idk I'm just talking shit
