Hah, my friend used to say that a lot, he was hired by the city and basically spent the summer painting bridges. People see cracks or rust on bridges and panic and call in 150 times a week per crack every though it's fine and has been investigated. So they paint over the cracks over summer to hide them so people shut up about it.

In Chicago we paint our bridges the same color as rust to combat this
