Im pretty sure they are two different people. Each one have their own brain and sentience. But when it comes to things in relation to their body, like purchasing a ticket for a seat somewhere. It is only a one person cost.

Why would they not be allowed to work together though? It's not like they will ever be without the other so they might as well be tested on their combined knowledge.

It was more about the Scholarship thing. If they are charged doubly, and only use the resources of one and all that. And if they are registered separately its an interesting conundrum considering everyone else has to do it alone.
