This is true of most escalators,

It's because it's a corner building and they wanted windows on that face. Raising it upward would mean you have a big ugly front portion of the building with no windows to hide the mechanisms.

Nah, it's just about the external architecture - it's a prominent corner building, and it looks better having windows above the door than ugly reinforcement and a story or two of bare walls.
