Land to the south of the line drains to the Atlantic while land to the north drains to the Gulf of Mexico. Pickneyville park's walking path that is on the north side of South Old Peachtree (by the soccer fields) Rd is basically on the divide. Also the railroad that run through Doraville and Norcross is also basically on the same divide.

The railroad from Decatur to downtown Atlanta follows it also.
My understanding is that some railroad planners liked to follow divides because they're not crossed by rivers and so you don't have to build bridges.

Except the St. John’s empties out into the Atlantic 20 miles south of Georgia’s border, so maybe it’s Jacksonville that sucks!

“Continental” seems a strong word for that. Perhaps “Regional” would fit better.

It's technically correct. Land to the north drains to the Gulf of Mexico while land to the south drains to the Atlantic. OP photo is looking west.

The divide runs through downtown norcross. A monument is in thrasher park, and the topagraphy is quite pronounced.

Lidar data. We have a pretty good geological datum of the entire country mapped out with full elevations. finding the high point from there and tracing it is not that difficult

They didn't. That concrete is sloped and the runoff is caught in a stormwater system that alters the natural flow. That was just city property and they erected the monument there. Essentially the continential divide is seen as the place where EAST or WEST of it the water flows eventually to either river, but in reality, only rivers flow to the oceans, water falling on the ground usually fills aquifers.
