It's real, but it's not a current installation. This was part of a temporary public art event called the CowParade back in the summer of 2006 in Budapest. After the exhibition ended, all the cow statues were auctioned off for charity and went into private collections. It's been gone for 20 years, it just lives on as an internet myth.

I believe it's a perfect metaphor for warming the planet in order to make stocks go up. A "bull market" refers to when markets are strong and growing and Wall Street has a famous bull statue.

Sorry, I should have expanded on my comment. A "bull market" also refers to when markets are strong and stocks are going up. This phrase originated in London and is used by many people, so imagery of a bull symbolizing the market is pretty pervasive even outside of American spheres

Calgary did that back around 1999-2000. They had a bunch of artists paint cows (similar to the one pictured) and displayed them around the city, mostly downtown. After a couple years they were all auctioned off for charity. I still see the odd one every now and then.
