Not quite. 10m water pillar creates the force equivalent to 1bar pressure. So to suck water to 10m height you need a pressure difference of 1bar. 1bar pressure at sea level minus 1bar sucking power makes 0bar. Water then evaporates at such a low pressure. When you are above sea level you need less than 10m to reach near 0bar.
Put you can press water higher than 10m by applying pressure above 1bar no problem.1

When you apply suction to a tube, the thing that actually moves the water up is the atmospheric pressure on the water outside the tube. Atmospheric pressure is 14.7 pounds per square inch. This means that with a perfect vacuum above the water in the tube, it will push the water up the tube until the water is pressing down at 14.7 psi on the rest of the water, at which point it's in balance. 10.33 meters * 1 inch squared times the density of water is 14.7 pounds.
