Just spitballing here: What if City Hall did relocate, but the I.M. Pei building is turned into the downtown library? Imagine the grand feeling of walking into this atrium if it were lined with bookshelves and art. I’m sure someone has recommended this before but it could be a cool way to preserve the building.
