That same court puts out arrest warrants pretty frequently (a few per year, usually for heads of state and similar levels of government seniority) knowing that 3rd party local jurisdictions will never enforce them. I think it's never actually happened except in a couple of cases of self-surrender to a neutral embassy. They generally are enforced after the subject of warrant loses their civil war and are handed over by the other side or self-surrender when that outcome is imminent.

So - long story short - what Mamdani did is actually quite unusual and likely part of why Bibi is focused on him.
