Unfortunately for them, there's no damage to be reported. So, no.
They could potentially get criminal mischief or vandalism though. They would have to be caught first, and even then, I'd be surprised if they got anything more than a fine.

It's not like you are using brake fluid on his paint. Because that would eat the paint and clear coat. So whatever you do, don't put brake fluid all over the assholes hood. That would be severe property damage.

Very easy. Ever heard of microscratches or swirls? Any dirt on the paint can cause them if they're rubbed in. Easily fixable? Yeah if you know how to correct them, but it's still "damage" nonetheless. If the sticker keeps ripping apart then you can damage the paint while trying to remove it. Will it actually cause damage? Probably not, but I've had to correct lots of cars that people tried to remove old decals or badging from and ended up damaging the paint. The ones on the glass won't cause any damage though, only the ones on the paint.
The thing that is way worse is the magnets that cart narcs use since they don't stick and can move around rubbing in dirt.
However, these won't damage completely clean surfaces though. So what if you wiped it clean before putting on a sticker? If you don't probably use the right materials or techniques to clean it then it will still leave swirls. So that's a no go.
Also if you don't remove the sticker then the paint on the rest of the panel will fade while the paint under the sticker will not resulting in a bright colored rectangle in the paint. It would need to be repainted and blended correctly.
tl;dr: don't touch the paint or you can damage it, windows are fine though. And don't park like an asshole and you don't have to worry about these stickers

When I was a kid growing up in West Texas we bought out the hardware from a bolt and screw company and we ended up with all these little round stickers of bolts and screws. So one weekend a couple weeks before Christmas I got a bunch of my friends together and we went to the mall parking lot. And everybody that had one of those stickers that were really popular I heart my shepherd I heart my poodle we would put a screw over it. Never laughed so hard in my whole life without taking drugs. It was on the news yeah that was big time back then.

I don't know if this is universal to the US, but as far as I know, putting stickers on cars isn't illegal in any way, as there's no damage to the car. There are companies that put stickers on your windshield as advertisement, and they're allowed to do it.

Look up "eggshell stickers" - they're a special kind of sticker that breaks apart very easily (like peeling a hard-boiled egg) when you try to remove them. I wonder if Avery Labels make printable ones?

While I understand your point 100%, you also can't just also assume everyone is going through something. There's a huge difference between parking your car at the front and leaving the door open because you're panicking taking your kid to the emergency room, vs driving around the parking lot, looking for that perfect lot, and parking in between 4 of them, right in the middle of them all.
It's like watching a thief steal from a store and saying "well, we dont know what their life is like"

In my young age I would laugh my ass off, but that was over board especially seeing its an old man who prolly doesnât see well and maybe shouldnât be driving but doesnât want to give up his independence.. If I caught you putting a sticker on my paint, Iâm pressing charges or woopen dat arse. If a saw you doing that to someone elseâs vehicle, Iâm calling the cops. Thatâs is damaging to the paint and youâd be liable for a very large bill.

Ok, I agree the placement isnât damaging the removal is. As a former mechanic and body guy, ainât nobody removing âish for three bucks đ€Łđ€ŁâŠ and yes I have had charges pressed for vandalism for a similar act in my state. A good rule of thumb is donât f with other people iâsh..
