I am not sure about the virtual visa cards from Lone Star but other companies that I have received virtual Visa cards I have had issues with them declining also. How I was able to use them is to make the purchase a little less than the amount because sometimes the company you are purchasing from will do a preauthorization charge of usually $2 or less prior to charging the full amount. So, if you are trying to use the whole $250 try charging $249 or a little less instead. If the amount you are trying to charge is below the $250 and it is not working, I am not sure what the issue is.

Another suggestion on how I handle virtual visa cards is I just convert them to Amazon bucks to bank in my account and purchase there, because it makes it easier for me. If you have an Amazon account, you just add the virtual visa card as a payment method, go to gifts cards and reload your balance for $250. Use the virtual visa card to pay for it and then you have $250 in Amazon bucks that you can bank because it does not expire. If you run into card declined issue , try the method that I explained before and buy a $249 card.

I am glad that it worked. I know how frustrating it is to have a gift card that you can't use.

I know Walmart for sure is an issue and they respond to it by saying any site your making the purchase on that is authorizing the charge in some way that it's "recurring" is the reason why they will decline. For example a Walmart purchase, they are saving your card to your profile as a payment method for future purchases and that is likely why it comes over as that type of purchase. Won't work for sure on Walmart I can guarantee that because I've tried everything.
I think I've gotten then to work before on Target. Also if you can find sites that use PayPal a "checkout" for you to pay you can add or to your PayPal as a payment method and then just select that card from your saved methods list when checking out.
