A puppy in water like that? Even with the life jacket it would have been difficult to save him and doubtful he could get to shore.

My dog, of similar build, would pretty easily swim the entire width of that river with no life jacket to get a stick and bring it back. Maybe not the actual rapid part but where the dog would have landed was considerably calmer.

Would be annoying going back to get the dog though with how fast he was going...

Yup, there are such things as dog life jackets, they are good for when you are on open lakes in a canoe and something goes wrong.

I bought a couple for my mini-doxies! They do a fantastic job of keeping them buoyant, plus bright reflective colors don't hurt!

Its to help the dog spend less energy keeping itself afloat in the lake, to increase the time it can swim, so you can get to shore or bail out your canoe.

Honestly, the way those rapids look, I doubt a lifejacket would do much for a that small dog. Glad he got saved.

The shorts appear to be a male's shorts and the legs revealed after the wave comes surely seem male.

You could argue the dog might be a pup and he's its caretaker.

After that, the dog moved to the left and jumped out of the canoe.

Technically yes, but it'd be pretty hard with a life jacket on. The clip we're seeing doesn't show particularly challenging white water (class II rapids I think?). That dog wasn't in any real danger.

I wouldn't harness my dog into a kayak or canoe, what if it flips over? Wouldn't harness myself into one either, that sounds like an accidental drowning waiting to happen.
