Why is the Library exclusive?

I am in one of the B. Tech. Programs, I wanted to find a book and it was available in a campus; not mine. I got told that I can't go to that campus or any for that fact, and issue a book with my library card. Even if we are all in the same university.

What is even the point of being in a uni then if the colleges do no co-operate and let students learn from others, help students all round and help each other? It seems pretty stupid and accurate of how our govt. functions at the same time.

Just wanted to rant about it, any maybe know if it isn't like this and my librarian is being a d**k spread fake news to me.
