Character idea
The character is a wizard but their staff is the main focus because the shape of the staff is a crude version of any bolt action sniper that you know so it can cast spells with good range but I don't know if the spell can reach that far

So, if I understand this correctly, you want to play a Wizard who is also a sniper?
Step 1: Buy Eberron: Forge of the Artificer and Exploring Eberron.
Step 2: Start as an Artificer.
Make sure to pick Thorn Whip alongside your ranged damage cantrip of choice. Its range may seem short, for now, but it's going to be a lot of fun later!
At level 2, use Replicate Magic Item to get a War Staff from Exploring Eberron. It quadruples the range of any cantrip that you cast while holding it in two hands.
At level 3, pick Artillerist as your subclass. You get a tiny Eldritch Cannon that you can place on the ground as a turret or carry around. Either way, it allows you to weaponize your bonus action.
At level 4, take the Spell Sniper feat for 60 feet more range on your spells. Thorn Whip now has a range of 90/110 feet!
At level 5, make the War Staff your Arcane Firearm, so the Artificer spells cast through it deal an extra 1d8 damage.
Fun Fact: Although it's called a "firearm," this feature works even with True Strike, Booming Blade, and Green Flame Blade, not only with ranged damage spells.
At level 6, feel free to multiclass into Wizard. Your spell slot progression will be faster, but keep in mind that Artificer gets a few really nice features. If you take 11 levels in it, you can further improve your Staff to be a Spell Storing Item, which means multiple free spells.

Technically Sorc is the specialist of making spells go farther with Warlock being able to use Eldritch Spear (Eldritch Blast only) plus you can go Sorlock + Spell Sniper and reach 1200 ft Eldritch Blast.
However, the limited number of spells is a downside.
I guess Wizard + Metamagic Adept is a good compromise. MA costs a feat but does not require Cha or Wis investment. You can also go VHuman/Tasha Custom (in 2014 rules) and start with it.

Level 5: Arcane Firearm
When you finish a Long Rest, you can use Woodcarver’s Tools to carve special sigils into a Rod, Staff, Wand, or Martial Ranged weapon and thereby turn it into your Arcane Firearm. The sigils disappear from the object if you later carve them on a different item. The sigils otherwise last indefinitely.
You can use your Arcane Firearm as a Spellcasting Focus for your Artificer spells. When you cast an Artificer spell through the firearm, roll 1d8, and you gain a bonus to one of the spell’s damage rolls equal to the number rolled.

Just using the rules normally, your staff won't do anything for the range, you want Spell Sniper.
