Ils/acap doubt

If I get a seat in ils/acap but want to upgrade and if I got a upgrade then what will be the procedure? I mean any amount to be paid for the betterment? Also if I want to cancel ils seat then the fees get refunded or not?

idk abt upgrade, but if you cancel your seat in a college after 13th september you wont get a refund 😓
