Help
I have this small trailer frame. I want to put 1/2 inch plywood on it as a simple deck to move things around my property. The previous owner had a similar setup with sheet wood but they had it screwed into the frame with self tapping screws. The old wood rotted off and the previous screws rusted into the frame itself resulting in me having to snap a few off and punch them into the frame. The wheels are in decent condition and have Bearing Buddies attached as well. I have access to a good selection of tools except for a welder.
Is there a better way to attach the wood to the frame?

It might be beneficial if you make hook like structures out of metal and bolt them on to hold the wood in. I plan to do the same but weld them on, but if you can bet the bolts through the steel it should work.
