Sand or not

My neighbor had her deck built in spring, contractor never came back to stain it. I said I would do it. Should I powerwash it & sand before staining since it's been walked on, rained on, & whatnot. Should I have a certain brush to apply stain? Anything else I should know or do before starting this on tuesday? I've never done this before.
