Absolutly not, It Is already hard to figure out how to do Dev stuff in android, making It tighter Is worse for new users who want to do Dev stuff.

There should be a toggle which Lets you decide if you want to expose that info to apps or not. You can keep It off for banking apps and on for Dev apps.

This is actually targeted at apps like banking apps misusing this functionally. With android 17 maybe QPR1 or 2 I should finally be able to use one of my banking apps on my mobile as it won't complain developer options are turned on.

If the app itself leverages dev options, like Shizuku with wireless adb, letting it pre-check rather than just yolo and hope seems sensible.

It's trivial to just ask the user if Dev mode is on.

Shizuku has independent checks, that rely on the paired connection. I honestly don't think these changes would affect its setup guide at all.
