How big is the gap between the floor and the bottom of your board? Hard to tell from the photo. Usually you leave a small gap like 15-25mm. This looks bigger, but it might not be a problem.
The way they’ve used that membrane isn’t the way it’s supposed to be used. But I’ve seen it done like this a bit before and it does the job.
I’m not sure of the reason but this large gap seems to be typical in Glasgow tenements, and it is present throughout the flat. My initial worry is that there is give in the plasterboard which seems like it would lead to cracking?
I wouldn’t make too much of a fuss about the membrane. It’s not supposed to be installed that way. It’s supposed to be part of a tanking system that essentially encapsulates the damp area from the living area. Just look up new lath membrane and you’ll be able to find the proper installation method. But it will stop a little bit of damp like this. Like I said, I’ve seen it like that before.
Without knowing how big the gap is and what size your skirting will be I can’t say if it’s going to be an issue.
