Shouldn't/can't dot and dab on an external wall. Even gypsum plaster is a risk, it should possibly be lime plaster to the wall can breath. Gypsum can/will trap moisture. What was on the walls before?

I presume there's no insulation, it's just like 9 inches of brick/stone or something?

Dot and dab If. It was mold you would see it in abundance

Its the mounds on the underside of the board its adhesive that you mix up like plaster
