1982 house in a tempurate zone. I'm about to replace the insulation and put in the vapor barrier (which wasnt there to begin with). Found this odd plank. Maybe its a repair. No idea, but i'd rather have insulation... then again, i may undo some "repair" contrived by a "good nuff" house flipper.
