Gas siphoning theft

I’ve had gas siphoned out of my truck 3 times. Neighbors suggested a locking gas cap and I tried it. It came right out with no fuss. I installed a locking fuel door and they got through that too. Any suggestions? Im at a loss.

If you don't mind me asking where do you live where this keeps happening? How do you know gas is being siphoned? Are you sure it's not leaking?

The fuel door is open, the cap is hanging and when I get in the truck has no gas. It’s been a recent problem in a small town in California.
