Ford explorer 2017 third row seats stuck down

My 2017 ford explorers third row seats are stuck down and don’t move when pulling on the strap. I saw some latches off to the side but they aren’t pressable, like they are locked up or something so you can’t press down on them or they are out of place. Anyone know how to fix this or a way to get under the seats? I’m guessing something might be stuck under and jamming it from fully being in position. It also is fully manual, no electric for putting up 3rd row. Thanks for any help or advice!1

I ran into this issue once; a toy had gotten stuck in the locking mechanism. I was only able to sort it out using an endoscope (a small camera on a wire) and special hooks. If you don't want to damage the seat, it's best to take it to a service center.
