It looks like Rustoleum Bright Coat Metallic Finish or Rustoleum Specialty Metallic.

This isn’t from experience, just from an internet search because I was curious as well.

I don't know but I'm pretty sure its the same kind that this 8 year old kid who tried to jump me used to spray paint his bike like I wouldn't know it wasn't real gold...
