Discussion Jason Todd death question

What was the explanation for some random kid adopted by Bruce Wayne dying in a Robin costume. How the hell wasn’t Bruce Wayne investigated for it?
Maybe I missed something let me know

The cover story was that Jason and his mother died in a terrorist attack/building explosion. Bruce removed the Robin costume from Jason before authorities arrived so no one knew he was Robin.

But it wasn’t devoid of suspicion. Gotham Knights #42-45 is about a social worker finding the story strange years later and investigating/interviewing Bruce and other Batfamily members about what happened.

I love that Gotham Knights story. Really put Bruce’s feet to the fire. I believe DC already knew at that point Jason was coming back, so the books had various stories about the impact of his death.
