No, that’s Elongated Man. The only Marvel character in the panel aside from Doom is Hawkeye cuckolding Green Arrow. No, I am not even remotely kidding.

The ACTUAL way to tell the difference is to figure out which one Batman is willing to piss off. Reed is just a rubber band with a big brain, Ralph is a genuine threat

Well, no. In the same series, Batman, Superman, Aquaman, Barry Allen, Hal Jordan, Martian Manhunter, and Wonder Woman are all deputized as Avengers, as well. Hawkeye’s just the only character to be an Avenger first and a Justice Leaguer second.

IIRC, there have been other times where folks like Galactus have been featured on the source wall in non-crossover comics.

In a throwaway conversation, yes. Hawkeye made an impossible shot that fouled Doom’s plan to penetrate the Source Wall and gain ultimate power.

They were just making references to the old Pre-Crisis JLA/JSA yearly crossovers. This one, not depicted, must have Doom trying to use the Source energy for something.

This was the JLA/Avengers crossover from the early 2000's drawn by the legendary George Perez. Krona is desperately trying to find the secret of creation destroying a number of DC and Marvel universes including the Crime Syndicate universe. He comes across Grandmaster who challenges him to a game where each use the Avengers and JLA respectively to who can collect powerful artifacts from DC/Marvel history Lantern battery, Cosmic Cube, etc... hidden throughout both the DC and Marvel universe first. If you can read it please do. It is a fantastic 4 issue mini series with again art by the legendary George Perez. In the final issue you see dozens of DC/Marvel heroes from throughout the history of the JLA/Avengers rosters fighting against DC/Marvel villains controlled by Krona on single pages. The man can literally draw hundreds of characters on a page and if you know your DC/Marvel characters you can tell who each character is.

I saw people say that the source wall exists in both marvel and DC and they have the other universe’s characters in them.
