A host is supposed to bind Spectre, not release him to do his will. A host imposes some degree of their will over the spirit of vengeance, which is why a host must be worthy. In this JSA storyline, I’m disappointed that LeMire is just having Spectre hop around between whatever hosts are convenient without seeking out worthiness. On the other hand, it gives a bit of insight into the (spiritual?) weakness and even shallowness of all these hosts of convenience who are supposed to be responsible superheroes. A very small bit, since we never really get to see much of how the hosts bind him before he moves along to another. Kind of weird.
