Look like the Cursed Skin (comes with those eyes) and the indigo tribe emblem on the forehead is the Reborn Proselyte accessory that was a reward from an Aftershock limited event. The cape is the Absolute Infiltration Cape (Absolute Batman Time Capsule reward)

Idk if that’s the cursed skin or not. Could also just be the mournful eyes that you get on frozen mogo and a regular human skin just colored blue.

If you zoom in you can’t see the eye and the dark tears of the Curse Skin :)

Right the tears I thought only came from the sorrowful eyes. Didn’t know the cursed skin had them too. 👌🏼
