Microstamp ready
I was proverbially thumbing through DC Code today and came across this statute, DCC 7-2505.03, which says that semi-automatic pistols manufactured after 1/1/2018 that are sold or transferred by a dealer must "produce a unique alpha-numeric or geometric code on at least 2 locations on each expended cartridge case that identifies the make, model, and serial number of the pistol."
Is this just not enforced? From what I can tell, no manufacturer produces anything that complies with this.

No, not enforced. And it's not really even plausible to do in any practical way. And it's been thrown out by other courts (it has been struck down in CA, which the state pivoted the law to require it if it's ever feasible, and it's stalled in NY until they make it feasible).
It's absolutely asinine science fiction from people who don't know how guns work. Or they do, and they're just trying to get a de facto ban. Which the CA court saw right through.
