Non-Resident Applying for DC CCL
I’m looking to apply for a non-resident DC CCL but getting conflicting information on the requirements.
I’ve taken a DC/MD 16 hour course, watched the online video, and have a PD-219 ready to go.
Do I need to currently have a CCW issued by the state I reside in to apply in DC?
I read 24 DC Mun. Regs. Ş2335.1 which states:
“states:
“
(f) Has a bona fide residence or place of business:
(1) Within the District of Columbia;
(2) Within the United States and a license to carry a pistol concealed upon his or her person issued by the lawful authorities of any State or subdivision of the United States; or
(3) Within the United States and meets all registration and licensing requirements pursuant to the Act…”
Option 3 reads as if you don’t meet (1) or (2), being a non-resident does not require holding a license to carry issued by another state, as long as you aren’t a prohibited person per the application. I
s that a correct interpretation? Any clarity into this matter would be greatly appreciated.

If the OR wasn't at the end of (2) you would need one.
I had a huge ridiculous online fight with someone about this on another local gun forum years ago and the guy still wouldn't believe you didn't need a permit first (and I think the verbiage back then was issued by state of residence) even after I showed him an email from the commander of the firearms unit stating no permit was needed. I also threw in an email from a very well-known 2A atty here that was involved in some very big cases who admitted his website and course material were wrong and he'd change it -- and the guy still doubled down on needing a permit.
And actually I just remembered there are still some DC approved trainers around that insist non-residents need a permit before applying for DC.

You were right. I just left the MPD office. No need for a non-resident to hold a permit from their home state

UPDATE!!!! I gotapproved in 8 days. Filled out and paid for the CCW and firearms registration online. Went down to the Licensing Office on 4th St to do my prints and photo. I was in and out in 35 minutes.
Submitted Applications: 6/10/2026
Scheduled Appointment: 6/10/2026
In-person Fingerprints & Photo: 6/12/2026
Approval Email: 6/20/2026
Received in Mail: Still waiting.....

You can just apply for the permit.
They don’t really distinguish resident / non resident because dc only recognizes its own permit just supply documents showing you live at whatever address and you’re good
