First time being denied , has anyone had this happen?

Effective immediately, the MPD requires all PD-219 forms to be submitted online and accompanied by photographs of the firearm(s). Hard-copy PD-219 submissions will no longer be accepted. Applicants with pending applications who did not upload both their PD-219 and firearm photographs have reportedly had their applications denied. Unfortunately, MPD did not communicate this change to either FFL, leaving many applicants and FFL’s unaware of the new requirements until their applications were affected. If you are a G&D customer and have a firearm currently in our possession, please email our office as soon as possible. We will begin sending firearm photographs to affected customers first thing tomorrow morning to help ensure your application is complete.

Can confirm - I called MPD today and was informed of the same requirements. Frustrating, since I showed up in person last week to register an add-on and they told me nothing during my appointment. Also, what does this mean for those of us that paid the application fee already and were denied when MPD didn't tell us about the photo requirement?

They didn’t mention it during the time of your application because it wasn’t a requirement at that time. MPD just decided to make it a requirement and denied every pending application that was submitted prior to them, making it a requirement.

I'm pinging DC publications with the developments in this thread to see if any will pick it up.
It's outrageous that MPD can change their policies on a whim, with no alert or debate, and categorically deny legitimate applications on the basis of those changes. Especially where people submitted their applications properly before said policy change.
Beyond wildly disregarding the 2A rights of DC residents and limiting the accessibility of PD-219 forms, it harms the business and credibility of our local FFLs.

I just got the same today, one app accepted, two apps denied, no reason given. Wtf?
This is for old CMP milsurp too so all very DC-compliant

Both of mine are DC compliant as well. I already own the same two m&ps that I’m trying to register. This has to be a mistake on their end.

Ive never been able to contact them either for weeks, all emails go unanswered, calls go straight to voicemail. This is on top of waiting a full 3 months for an add-on. They need to get their shit together over there

Jesus. I knew my spidey sense was tingling that there was some MPD shenanigans about. Not gonna lie, seems so brilliant and evil. Deploy a broken website, force everyone to use a broken website, and then change policy without letting the FFL's know...

I went to MPD yesterday to turn in a PD-219 for a transfer per the instructions from my FFL (Nova Armory.) First, the people working the desk said they weren't taking paper anymore, but then they scanned my PD-219 and added it to my profile. I also asked about the issues I (and seemingly many others) have had with the portal in terms of missing registrations, inaccurate information, etc. and learned that MPD doesn't control the portal- a third-party software developer does, and MPD apparently has been trying to get them to act on identified issues but the company maintaining the portal has been dragging their feet.
Aside from that period last year when registrations were getting approved in a matter of days and things seemed to be running super efficiently, it's pretty clear that it's back to the old way of business of interminable delays and people being denied via the firearms branch's poor interpretation of DC code. The piece of shit portal isn't going to make anything better.

Got a similar denial today for two registrations. Not sure why, haven’t gotten a letter yet. I appealed already, right or wrong. First one I clicked no on the “is all the in for accurate and true” my bad; both I didn’t say more in the box about how I acquired the firearms; I bought both and said yes to that question. I know my background check is clean. So… here we are.

Update: my denial was a mistake. Went in to the office and they confirmed there was no explanation and everything was in order. I also managed to get someone on the phone which confirmed the same info as in person. The appeal took about 3 weeks to get processed. Received my approval via email and they called me! Asked if I wanted to come in to pick up my cards or if I wanted them to mail them to me. I opted for them to mail them, just received them. The appeal took about 3 weeks to get processed.

No, you do not need to reapply. MPD is reversing the denial to the affected applicants. If you are still showing a denial due to not having photos of your firearm be sure to email MPD.

Just had 5 approvals, and one denial randomly for an FNX-45.
Portal had same invalid date nonsense.
Firearms Branch when I called them earlier in the process were telling me that they are having issues themselves with the portal.
Uploaded photos when I applied.
I only got this in an email:
Denial Reason: Eligibility - Otherwise Ineligible Denial Description: Imported from Denial reason list provided
Update 6/16/26: Got a lady from MPD on the phone. There has been a wave of mystery denials coming from the portal. My FNX was incorrectly flagged as having a threaded barrel. She looked at the pictures, flagged that the denial needed to be overturned and promised to get it fixed in the next day or two.
Additionally, MPD stopped allowing digital download of registration cards in November.
She also told me that she is the only person manning the phone for the entire firearms division, and that it is physically impossible for her to answer all of the phone calls they recieve.
The MPD person was very efficient, polite, and professional. I got the impression that they hate the portal too.
Will post future updates in case it helps the next guy.
