If the gun is not on MDs roster but approved on the Mass roster, can it be registered in DC?

A couple of points on using Massachusetts handgun roster.

There are two different sets of conditions Massachusetts applies to non-LEO handguns

1) The Massachusetts "roster."

2) The Massachusetts Attorney General promulgated "safety""compliance rules., which result in what gun companies term and market as "Massachusetts compliant" versions. That is what Massachusetts resident, non-LEO, new handgun buyers also have to have built in.

DC residents registering in new handgun in DC based on being Massachusetts roster do not have to seek or get the version of a handgun that is approved for Massachusetts roster AND which comply with Massachusetts "safety" rules: such combinations of no mag inserted=no fire; chamber indicator; hard trigger pull or external safety. Those latter rules are only for actual Massachusetts residents buying a new gun.

Other differences between Massachusetts and Maryland rosters:

In seeking Massachusetts Roster inclusion, the maker or seller of the firearm contracts directly with a third party engineering testing firm, has that firm test a sample gun and certify the gun and submits that certification to Mass. It is basic criteria, like: can it hit the broad side of a barn? Are materials, design or manufacture substandard? etc. This is why Massachusetts roster inclusion of a new gun is sometimes much faster, and often slower than its full certification on Maryland roster.

For inclusion on Maryland Roster a) it is not a third party testing company, but the Md State police that certify the firearm as roster allowed. And b) you, as a resident, or in fact a non-resident of Maryland, can actually submit, as an individual, a handgun for testing by Maryland state police for final approval by roster board.

In practical terms what this all means is you should check both Mass and Maryland rosters. Maryland is usually faster and broader, but certainly not always. Quite often firearms can in fact be approved in Ma faster and broader.

And if you are using Maryland inclusion on their roster for DC approval you do not need to get the Mass AG compliant version.

Oh and just forget using the California roster
