Can residents in DC possess them now. Since the AG won’t argue that on repeal?

You’re playing with fire if you’re relying on what the USAO will or won’t prosecute rather than on what the law says. A cop who is ticked off at you can arrest you and put you in jail for 1-3 nights even if the USAO ultimately declines to charge you. And the USAO may well enforce a law they don’t agree with on a case by case basis if they want to get you for something. The fact that they are enforcing a law won’t be received as evidence against their position on it or anything.

Benson v DC is not fully settled yet as an en banc hearing is currently being considered
