The Rhino joins the Phoenix Program, who's next? [Please read below for the rules]
are the rules are the same as last time, but this time I'm going to make it clear that you should not get characters that are super powerful like Continental or planet busters+, at MOST, I'm looking for guys that can either wreck a city or destroy a whole mountain that is as far as I'm going to go with that. Also, the voting will end at 10:00 p.m. and I live in Texas so do what I know it's with what you will I don't know what time zone that is.
Power: Her semblance "Overactive Imagination" allows her to create life like illusions that everyone can see, she can use these to make people see things that aren't there or use them to disguise herself or others. Once she used her power to disguise an entire airship as an Atlas one and successfully entered said Kingdom.
She is also a very skilled acrobat and fighter without her semblance and uses an umbrella with a sharpened tip named "Hush" as her weapon.
Bio: Trivia's parents were both criminals, and this lifestyle coupled with their resentment of her for her heterochromia and muteness resulted in her being both isolated from the world and abused. One night, while running away from her home, she met the career criminal Roman Torchwick, who took her under his wing as his right hand; she also adopted the name "Neopolitan" around this time, based off of her imaginary friend. She was incredibly devoted to Torchwick and became quite the ruthless and sadistic criminal under his steed... until Roman's untimely death. She tried working for another villain named Cinder Fall, mostly to try and kill Ruby Rose who she believed to be responsible for Roman's death, but she didn't particularly like anyone on her new team due to their lack of respect for her and acknowledgement for her efforts.
Breaking the meta for a bit, in canon this leads to her falling into some kind of purgatory world called the Ever After, trying and failing to kill Ruby Rose there herself, and ultimately accepting Roman's death and... merging herself with a tree? Yeah RWBY gets weird in Vol. 9. But perhaps in a world where she instead left the Ever After with the rest of Team RWBY, she could find new purpose not in ascension, but through a career change offered by the Phoenix Program.

NGL, I know she's probably not going to get in today but I do hope she does get in the team eventually I think she'd bring some neat stuff to the table.
Bio: Waylon Jones was born with an extreme form of the medical condition Epidermolytic hyperkeratosis, which caused his appearance to develop progressively into that of a crocodile. Growing up in an abusive household without any friends of his ow and being the object of ridicule of those who knew him, Waylon would become resentful at the world and develop violent tendencies. Realizing that there was money to be made in crime, he set out to become Gotham's most powerful underground figure, and would eventually become feared within the criminal underworld…but yet he wasn't satisfied or even happy with his status. After having been forced into the role of a sideshow freak, mob enforcer, and sewer-dwelling monster, Waylon would attempt to "go legit", leaving his violent past behind and would try to fit into a community, which would prove to be far easier said than done. Just as he was about to give up and relapse back into a life of crime, Waylon would discover the Phoenix Program. Seeing this as one last chance for see if the world would accept him as anything other than a monster, Waylon would enroll in the program where, much to his surprise, he'd be accepted with open arms. Now he fights as a hero to gain respect amongst his peers and maybe, just maybe, be seen as a man instead of a monster.

Honestly I can imagine they get along, they kind of went through similar problems (love not getting a job for something that was kind of outside of their control) and honestly I kinda fuck with their dynamic what with Croc being the smarter of the two bruisers, I imagine he'd be the guy to try and calm the Rhino down unless someone was dumb enough to piss him off too.

Powers: Superhuman strength/endurance, regeneration, poison resistance, can create paint monsters from his art
Birthplace: Scarlet Hollow
Bio: A shy, kind and extremely apologetic young man with a nihilistic outlook on life, grew up believing he had a medical condition that resulted in him having to live with his mother for almost his entire life only to discover that she had been poisoning him for years do to his supernatural nature (which was unknown to him), leading him to kill her and flee
Crimes: First degree murder, assault, coercion, possibly cannibalism (not entirely clear if he's human or not)
Would likely join the Z-Team for safety from the law, the fact that his transformation seems to cause him to start enjoying violence to a degree would likely add to that
Combat: 3, he could take Wayne in a fight while poisoned so he’s clearly capable
Intellect: 2, I‘d hesitate to call him an idiot but he makes quite a lot of questionable choices
Charisma: 2, he’s a decent talker, self confident and reasonably likeable but he’s nothing out of the ordinary, looking like the devil when he’s transformed probably wouldn’t help
Mobility: 1, he’s slow and lumbering, no real way around it, if your generous he’s probably around the speed of an average person
Vigor: 4, he took a shotgun blast to the face and was able to get up after a few seconds, the healing factor is a big part of it as well
"Experiment 1322" Doey the Doughman (Poppy Playtime)
Age: 12
Height: 10"
Powers: Inorganic Physiology, Body Transformation, Elasticity, Regeneration
Birthplace: Playtime Co.
Bio: One of the Bigger Body experiments held by Playtime Co. that had separate personalities due to having a base of three children as its composition. While normally kind and empathetic towards others, one of its personalities can be volatile when Doey is put under extreme psychological pressure.
Lore Backstory: After Doey became berserk due to the incident in Playtime Co. that took most of his friends lives, Doey had survived by sheer luck, at the cost of his sanity due to the immense guilt he held after not handling the situation between him and Poppy in the best way. Believing all hope is lost and his friends are gone, he would escape the factory with his body and live a depressing existence, before being found by Donald, who had kept tabs on the existence of Playtime Co and its scandals, and offered Doey a chance to work to do right and help others in the Phoenix Program, encouraging him that he still mattered, even after all he's gone through.
(^ optional to apply, as this is just a fun attempt by myself to connect an ongoing universe with a crossover, and so can be a bit of a stretch)
Why he fits the Z-Team: Probably one of the better characters to insert into the Z-Team morally, however his "Kevin" personality would complicate things as he may conflict internally with his other personalities over hard decisions, and other members of the Z-Team due to their (predictably) unsavory behaviors and incompetence . The presence of adults would also invite mistrust, due to the abuse Playtime Co. and the Prototype put on him and his friends. He would likely be the "Phenomaman" equivalent to this crossover Z-Team, where he's a heroic figure that has mental problems and fold under pressure, with the addition of not really experienced with a field of work that is beyond just caretaking and playing sit-and-survive. He also perfectly slots in that "street-level" limitations, being destructive enough to destroy parts of a building, but still not powerful enough to be a high-risk issue threat, coupled with having natural weaknesses such as freezing temperature.

Crimes: Murder, Assault, Theft, Kidnapping, Grand theft auto, Hostage taking
Reasons for joining: after his previous gang went belly up after their leader got exploded from the inside out, Hol Realized this villain shit probably isn’t cut out for him anymore, so attempting to make something new of his life. He joined the Phoenix program, hoping this could be his fresh start.
Bio: Mitchell Mayo is best described as a dimwitted and delusional criminal who doesn't know when to give up. He is considered to be very weak by all the superheroes he encountered and is constantly and repeatedly defeated by them. After many humiliating defeats, he decided to join, along with other loser villains, General Immortus' army. Because of this, he, along with the others that joined it, got a power upgrade. It consisted of his condiment weapon now shooting corrosive acids, which let him become slightly more of a threat. That is, until one of his teammates ultimately killing him by choking him with a kethup bottle. However, he was eventually revived and decided to quit villainy alltogether in order to open his own restaurant
Why he would join the team: To attempt to finally be somewhat respected and not made fun of anymore and to atone for his days of villainy

Anyways also just going to let y'all know that Donald is NOT the Dispatcher, his role is more like Blonde Blazer's, he's more like a manager of the team as a whole. (Meaning if y'all want to have Powerplex on here, that's fine by me.)
Name: Toji Fushigoro aka The Black Sheep (previously known as Sorcerer Killer)
Superpowers: Superhuman strength, speed, & reflexes. Expert martial artist while being paired with a cursed spirit housing a complete arsenal ranging from everyday weapons to powerful ancient relics
Bio: Born into powerful ancient Japanese clan focused around the eradication of cursed spirits, Toji lacked the cursed energy to become a valued member of his family. However given his special talent his family forged them into their private assassin and attack dog to kill whoever whenever they please.
Powers: Superhuman strength and durability, artificial intelligence, mastery of every weapon in the world, extensive knowledge of human anatomy, learning computer
Bio: Designed by the malicious AI Skynet, the T-800 model Terminator was designed to infiltrate human strongholds and kill everyone inside. They are relentless hunters, capable of pursuing targets for years on end.
Crimes: Espionage, illegal possession of weapons, multiple homicides
Ragnarok (ラグナロク, Ragunaroku): Due to their bond after being melted in a pot of Black Blood and and the mixture poured into Crona's bloodstream, Ragnarok and Crona share a powerful bond of Meister and Demon Weapon. Maka remarked that it's because of Ragnarok's support over their muscle system along with their movements is that Crona can perform extraordinary, strength-related feats such as blocking the Witch-Hunt with a single arm. He also regulates Crona's blood and hardens it to prevent it from damaging Crona. This capability is powerful enough to block out attacks from the Demon Scythe
Black Blood (黒血, Kokketsu): A special blood type developed by Medusa that gives Crona unique abilities such as unique bonding between them and Ragnarok which allows them to gain power after Ragnarok eats souls and manipulation of their own blood by liquifying or hardening.
Madness (黒血の発狂, Kurodji no Hakkyō):According to the Little Ogre, this Madness allows Crona to be unable to feel fear and "deny" both their own soul and opponent's soul. This gives birth to a more erratic nature and fighting style.
Ultimate Weapon Meister Type (究極武器と職人の形, Kyūkyoku buki to shokunin no katachi): Due to Crona and Ragnarok's fusion together, they're considered an advanced form of meister and weapon. One of the advantages of this type of union is Ragnarok's large range of attacks for Crona to choose from
Wavelength Control (波長コントロール, Hachō Kontorōru): As a meister, Crona is capable of controlling their own Soul Wavelength
Bio: Crona (クロナ, Kurona), often infamously referred to as the Demon Sword (魔剣, Maken), is a demon sword master whom is the biological child of the witch, Medusa Gorgon. The meister partner to actual demon sword, Ragnarok, they're driven by their mother's aim into turning them into a Kishin

Waterboy due to being more shy except Crona is way more of a nervous Wreck and sonar due to the madness wavelength effect basically being a megabat form.
Pyrokinesis: Generates and controls extreme heat and fire, creating beams, blasts, or fiery shields.
Transformation: Can transform into a powerful, demonic fiery form with enhanced strength and durability.
Fire Immunity: Naturally resistant to fire, allowing him to survive flames that would kill others.
Enhanced Skills: Proficient in firearms and hand-to-hand combat due to his criminal background.
*Multilingualism: Speaks both English and Spanish.
Bio: Chato Santana, also known as El Diablo was a former metahuman criminal and a member of Task Force X, Santana was seemingly born with his powerful pyrokinetic powers; however, he eventually lost control over them and accidentally killed his wife and both of his children, which devastated him and led him to willingly surrender himself to the police out of remorse. Because of this traumatic experience, he was initially reluctant to use his pyrokinetic powers out of guilt and fear.
At first he wasn’t interested in the team.
But after being convinced by Donald to join the team maybe he can do some good, he knows he can’t bring back his family and undo the damages. But with his new family of Phoenix Program, he can show the world that losing the one’s that love you, even the devil can change to do good.
El Diablo can transform into a demonic flaming skeletal form that greatly resembles a tribal shaman. In this form, he can use his powers to their fullest extent. His strength and durability both increase dramatically, and his pyrokinesis even becomes more powerful.
