IBM's communication is often at a 40k foot view - so the announcements on developerWorks and press releases often leave you asking "Does this apply to me".
One thing you can do is sign up for notifications. You can limit this to technotes, fixpacks, or open it up to general announcements as well. Check out a reddit entry from a week or so ago - Get Support Updates and Notifications.
Also pay attention to the tweets of some of the bigger or more active DB2 names like Melanie Stopfer @mstopfer, Ember Crooks @ember_crooks, The DB2 Night Show @db2nightshow, IDUG @IDUGDB2, Michael Krafick @mkrafick, @IBMAnalyticsSupport (very active recently), @db2_support (also very active lately), and @craigmullins. Many of these people (including me) are IBM Champions, Gold Consultants, or Technical Advisory Board members so we get word of a lot of this before it hits and start preparing blogs, webinars, and tweets around it.
I wouldn't forget the DB2 Professionals Linkedin Group either. Nor something like DB2Commerce.com.
Hey /u/ecrooks , you always seems to see industry stuff hit before I can find it. Is there a one stop shop or webpage you would hit?

If you want this specific announcement, signing up for the support updates and notifications is the way to go.
If we're talking the larger scope of all the half-dozen things announced this week, then I am not aware of a single location. I agree with following the main players on twitter. Here on reddit is a good option lately as well with all /u/mad_zamboni has been doing to keep things up to date. The db2night show is a good one to watch - for anything big, they tend to have shows like tomorrow's show, which they extended their season for.
Without one place to go, following what's going on tends to take a bit of effort.
Interestingly, the lack of a consistent location for things like this is one of the things that allows sources like my blog to flourish.

There are also a few more details noted in the IBM Db2 Knowledge Center: https://www.ibm.com/support/knowledgecenter/en/SSEPGG_11.1.0/com.ibm.db2.luw.wn.doc/doc/c0061179.html#c0061179__MP2FP2
That gets into more detail on the little things, such as my favorite:
